WILLIAM “BILL” GODFREY retired as Chief of the Deltona (FL) Fire Department after 25 years in the fire service. He is chief consultant for C3 Pathways, a public safety consulting, training, and exercise firm. He has an MBA with additional degrees in public administration and EMS management. He is a paramedic, firefighter, and fire instructor III; a former planning manager for USAR FLTF4; an author, software developer, inventor, and an expert in simulation training, fire training, mass casualty incidents, active shooter, incident command, and disaster response.
Chief Godfrey is heavily involved in law enforcement-centered and Active Shooter Incident Management research, training, and exercises. He is co-author of the “Active Shooter Incident Management Checklist” and accompanying Help Guide, the “4 Best Practices for Active Shooter Incident Management”, and several active shooter curricula. Bill is a presenter at the Advanced Law Enforcement Rapid Response Training (ALERRT) conference, is one of the principal investigators of a DHS funded research study on Active Shooter Incident Management conducted by Texas State University ALERRT and C3 Pathways, and is lead instructor for the Active Shooter Integrated Response Course for Police | Fire | EMS.
Chief Godfrey served as incident manager on multi-alarm fires, mass casualty incidents (including 400+ victims), hazmat, and natural disasters. In addition to developing numerous simulation systems and dozens of 2D and 3D simulations, Bill has conducted hundreds of incident management classes using multiplayer simulation as well as using simulation to conduct HSEEP compliant functional and full scale exercises.
